(Los Alamitos, CA, 5/3/09 by Dave Emerson)  Once again, we’ve got an interesting regular Los Alamitos City Council meeting following the earlier special meeting (click here for details on the special meeting).

To simplify your life, we’ll just use one post for both the preview & your preview comments on the Regular meeting, as well as your real-time reporting and post-meeting comments on both the 4 p.m. Special Meeting and 7 p.m. Regular meeting.

I’m thinking that both meetings should be on LosAlTV3 if you have local cable or FIOS, since traditionally budget meetings have been televised.  They both may be rebroadcast throughout the week as well, so feel free to post your own observations here even if you only catch a replay.

Recommendation:  Adopt Resolution No. 2009-05, entitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LOS ALAMITOS, CALIFORNIA, PLEDGING COOPERATION AND SUPPORT FOR A SCAG COMPASS BLUEPRINT DEMONSTRATION PROJECT PROPOSAL.”

D.        Consideration of Establishing ‘No Parking’ – Katella Avenue, Lexington Drive to Midway Drive (Continued from April 20, 2009, City Council Meeting) Attachment: 1 2 3 4                              (Public Works)
This item was rescheduled from the April 20, 2009 City Council meeting to provide staff adequate time to sufficiently notice business and property owners impacted by the proposed parking restrictions.  This is a request to consider various ‘No Parking’ areas on Katella Avenue, between Lexington Drive and Midway Drive by establishing red zones at various locations.

Recommendation: Approve Resolution No. 2009-04, A RESOLUTION OF CITY COUNCIL OF THE CITY OF LOS ALAMITOS ESTABLISHING ‘NO PARKING’ – KATELLA AVENUE, LEXINGTON DRIVE TO MIDWAY DRIVE.

E.        Employment Agreement-City Manager (Jeffrey L. Stewart)  (Attorney)

Recommendation:   City Council approve the attached Employment Agreement for City Manager Jeffrey L. Stewart.

9.         PUBLIC HEARING/ORDINANCES

A.           Ordinance No. 09-02 – Modifying Chapter 17.16.100, Permitting Residential Air-Conditioning Unit Placement in the Required Side Yard Setback in the Single-family (R-1) Zoning District                         (Community Development) Attachment: 1 2-5

At its special meeting on February 9, 2009, the Planning Commission recommended City Council approval of Zoning Ordinance Amendment Z09-02, modifying Chapter 17.16.100, permitting residential air-conditioning unit placement in the required side yard setback in the Single-family (R-1) Zoning District (City initiated).

Recommendation:
1.      Conduct a Public hearing; and,
2.      Waive reading in full and authorize reading by title only of Ordinance No. 09-02, and set for second reading; and,
3.  Mayor Edgar read the title of Ordinance No. 09-02, entitled, “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LOS ALAMITOS, CALIFORNIA, APPROVING ZONING ORDINANCE AMENDMENT Z09-02 AMENDING CHAPTER 17.16.100 OF THE LOS ALAMITOS MUNICIPAL CODE RELATING TO AIR CONDITIONING UNITS IN THE SIDE YARD SETBACK AREAS IN THE SINGLE-FAMILY (R-1) ZONING DISTRICT.”

B.           Ordinance No. 09-03 – Modifying the Appeals Process in Chapter 17.68 of the Los Alamitos Municipal Code (Community Development) Attachment : 1 2-5

At its special meeting on February 9, 2009, the Planning Commission recommended that the City Council approve Zoning Ordinance Amendment Z09-01, modifying the Appeals Process in Chapter 17.68 of the Los Alamitos Municipal Code (City initiated).

Recommendation:
1.      Waive reading in full and authorize reading by title only of Ordinance No. 09-03, and set for second reading; and,
2.      Approve Ordinance No. 09-03, entitled “AN ORDINANCE OF THE CITY COUNCILOF THE CITY OF LOS ALAMITOS, CALIFORNIA, APPROVING ZONING ORDINANCE AMENDMENT Z09-01 AMENDING CHAPTER 17.68 OF THE LOS ALAMITOS MUNICIPAL CODE RELATING TO THE APPEALS PROCESS.”

10.       DISCUSSION

A.           Adoption of Amended AB 1234 Compliant Travel and Reimbursement Policy                                                                                   (City Attorney)  Attachment: 1 1A 2 3 4
The state legislature adopted AB 1234 which, among other provisions, requires cities to adopt travel and reimbursement policies for certain officials. The adoption of this policy will apply to all employees and officials, and will ensure compliance with AB 1234.  The policy will replace the policy adopted by the City Council on February 21, 2006.

Recommendation:  Adopt Resolution No. 2009-02, entitled “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LOS ALAMITOS ADOPTING The City of Los Alamitos Travel and Reimbursement Policy”.

    I was actually out of town (barely) at beautiful Crystal Cove State Park Sunday-Thursday, without TV, or internet, or politics but an ocean front cottage with ocean breezes & views, plus family and friends.

    By the time I got back, my DVR had erased both Monday Council meetings. However, based on both the agenda for the Regular Meeting and the lack of comments and reporting here, I assume not much of significance took place at Monday, May 4′s 7 p.m. regular meeting of the Los Alamitos City Council.

    Judging from Jaimee Lynn Fletcher’s OC Register post on Monday’s Council meeting, things went pretty much as expected, based on the agenda.

    The Council introduced Jeff Stewart, the soon to be 5th City Manager since 2006. The only decisions reported were to approve parking restrictions on Katella and the new Travel and Expense policy.

    Not much happened, in other words. Majoring in minors. Pretty much what we’re coming to expect from this Council majority.

    Now, I think reducing unnecessary spending is good, and from at least one comment on the budget meeting at 4 p.m. it sounds like it was productive. My concern is that the big issues like traffic, zoning, long term planning, and increasing sales tax revenue have yet to be addressed.

    Hopefully Jeff Stewart’s arrival will help the Council move beyond budget balancing and micro-managing minutia to the “big idea,” “big picture” thinking I believe our town needs as we look forward to Los Alamitos’ next 50 years.
