(Los Alamitos, 5/8/09) Looks like the Los Alamitos Planning Commission has a fair amount to discuss this Monday at their regular meeting.  After oral communications from the public, things kick off with the Joint Forces Training Base’s General Combs himself discussing the bio-fuels recycling program at the base.

Then comes a public hearing on the ongoing effort of CVS to bring a drugstore to the two story office building across Katella from Blockbuster.   That’s followed by another public hearing, then a study session on three different topics.

It’s all detailed in the agenda below, with room for your comments afterward.  I’ve sat in on several commission hearings, and have always been impressed by the diligence and cooperative, problem-solving spirit of our volunteer Commissioners.

A. Brigadier General Combs – BIO Fuel Recycling Center at JFTB Chair Shloss invited Brigadier General Combs to show a brief presentation on the BIO Fuel Recycling Center at the Joint Forces Training Base.

7. PUBLIC HEARINGS

A. Conditional Use Permit (CUP08-06) and Site Plan Review (SPR08-03);
This is a request for consideration of to convert an existing two-story office building into a CVS drug store and pharmacy with 24-hour operations; allowing a pharmacy prescription pick-up and drop-off drive-through window with 24-hour operations; and allowing alcoholic beverage sales for off-site consumption, including beer, wine, and distilled spirits, at 3401 Katella Avenue in the General Commercial (C-G) Zoning District, APN 242-203-08. Applicant: KZ DevCo, LLC and Garfield Beach CVS, LLC Recommendation:
1. Open the Public hearing; and,
2. Take Testimony; and,
3. Consider existing application of Conditional Use Permit C08-06 and Site Plan Review SPR08-03; and,
4. 9. COMMISSIONER REPORTS
At this time, Commissioners may report on items not included on the agenda, but no such matter may be discussed, nor may any action be taken in which there is interest to the community, except as to provide staff direction to report back or to place the item on a future agenda.

10. STUDY SESSION Study Session items are used to provide information to the Planning Commission and answer their questions to clarify issues. Study Sessions provide a setting for informal discussions between staff, consultants and Commissioners regarding specific programs, projects or policies. Planning Commission does not take formal action on the items, but does direct staff.

    I noticed that Edgar along with Poe and Grose all had the backing of our local politicians in the last two elections.

    I was wondering if they actually are working with any of them to help out our city’s traffic problem. Have they lobbied for anything? How about the Cerritos freeway on ramp access?

    All of them seem to have a lot of connections, but it seems the only ones that secured grants and got things done in the recent past were the council members no longer on the council.

    So, what are they working on? It seems as though LATV (no money to the city) is a bigger deal then 99% more important issues in our city.

    The Budget? That’s why you pay a city manager 170k a year.

    They must be working on something more than these two items.

    Good points. As noted in my post yesterday, Troy has become a bit proactive on Rossmoor being in our sphere of influence–I hope to get more on that up later today.

    He also got involved behind the scenes to try to expedite the CVS drug store, which I view as a positive step towards increasing Los Al’s sales tax income and maximizing the revenue flow from the Katella and Los Al Blvd. traffic corridors.

    But I really haven’t seen anything at all on traffic. I especially would think the majority’s connections with local pols should have been helpful in getting a much bigger share of the Stimulus money. Our town totally got the shaft on that one, based solely on population and ignoring traffic arteries.

    Made no sense, but might be a carry over of some prior bad relations when Troy previously served on the OCTA board, but I’m speculating here and haven’t had time to research it out. Don’t know what was attempted behind the scenes, but I definitely think getting our share of the stimulus should have taken precedence over LATV. No big harm in putting LATV off a month or two, but apparently ignoring the stimulus package may have been the majority’s costliest mistake so far. Then again, hindsight is 20-20, so I am being a bit of a Monday morning quarterback on this one.

    Dave,
    I hope the past two wasted years that have been spent attacking people hasn’t set our city back twenty years.

    I realize just as everyone else has started to realize that the goal of Edgar, Grose and a “Big Fish” in a small pond was to get rid of opposing council members and not work together to help our city flourish.

    The e-mails sent by Grose and Edgar and the actions of these two while on the dais should once and for all prove to the citizens of Ls Al that these were misguided and self serving men that mislead the voters for their own personal gain.

    Unfortunately, it wasn’t just two people that got trashed this past two years, but a whole city was neglected because of the personal agenda of Edgar and Grose.

    Just think what could have transpired for our city had the goal of the elected council members of two years ago (Grose & Edgar) had been to increase tax revenue and secure new monies for our city instead of working for personal and political gain opposing the other council members.

    Yes, you are right about their reputation outside of our city, also. Grose and Edgar criticized the OCTA and other organizations in such a disrespectful manner that will probably leave our city last on many long lists for funding in the future. I recall several council meetings when Grose and Edgar attacked representatives from various local organizations without apology.

    Why am I bothering with this discussion? Well, we, as citizens, can fix this mess by replacing these individuals. We need to fix our city and one way we can do this is to change our leadership. Grose has already shown his true colors and is already gone, but more of the majority needs to be replaced. I hope that more people get involved and realize that we have been dealt a terrible blow by the current leaders of this city.

    The blame for the situation our city is currently in now lies on Edgar, Grose and the CPLA group members and supporters. They worked together for the last two years to split this city and they did nothing to improve it and missed golden opportunities to work in collaboration for the good of the city.

    However; the blame will fall upon us all if we sit back and choose to do nothing.

    If traffic is such an important issue, why has the Trafic Commission cancelled their meetings for the last two months because of “lack of business”?

    Unless you have a hidden pot of gold that you can pass over to them, they are somewhat limited. We could have them do another Grose “calming study” that ends up not doing a thing for actual traffic.

    Cat Driscoll, taking the lead as a citizen in the Cottonwood fight, accomplished more for the city regarding traffic than the Grose led commission ever did.

    To deal with traffic we need to work with OCTA and Caltrans as well as Seal Beach, Garden Grove and Cypress. None of the last three want to even come to the table as any methods used to reduce traffic in Los Al will in some way increase traffic in their cities (share the pain, something they don’t see a need nor have a desire to do).

    So OCTA and Caltrans are the two primary people that we could possibly work with, and according to everything I have heard there is no one at either agency that has any respect for our current elected leadership (for the record, that was not true PRIOR to the last election). So, since the two people we need on our side in order to try to force our neighbors to play nice aren’t going to do squat for our elected leaders, we are screwed.

    Now, you may not like to have it put out there in such straight terms, but that’s the reality. For over four years we had a person who made having an excellent relationship with Caltrans a primary objective. And then CPLA/LATA spent tens of thousands of dollars to get rid of that person with lies and half truths leaving us with no one who has anything close to the relationships cultivated over four years.

    I need a toothbrush and a cup of coffee to wash the taste of that screwup out of my mouth.

    The reason the May Traffic Commission meeting is canceled is because the City Engineer is on vacation this week during the regularly scheduled meeting.
